Norwegian Pet Policy (2026): Fees, Carrier Size & Rules

Yes. Norwegian allows dogs and cats in the cabin from €55 per pet. The carrier must fit under the seat in front of you, up to 43 × 31 × 20 cm. Your pet and carrier together can weigh up to 8 kg (≈ 17.6 lb).

How to add your dog to a booking

  1. Book your dog or cat when you book your flight, online or by calling Norwegian's Contact Centre. There's a limited number of spaces for animals on each flight, so book early.
  2. Already booked? Add your pet to your booking online with your booking reference and surname, if there's space.
  3. Check in at least one hour before departure.

  • Norwegian gives the cabin fee as a range, 55 to 75 EUR online and 60 to 85 EUR at the airport, per animal, each way. The hold fee is 150 to 180 EUR online and 170 to 200 EUR at the airport, per animal, each way. The amounts above are the low end of each range; the page doesn't say what sets the price within it.
  • Up to 3 very small puppies or kittens in the same container can be booked as one animal in the cabin, if the container's weight and size limits aren't exceeded.

The weight limit is 8 kg (≈ 17.6 lb) including the carrier.

  • Only bags and containers made for carrying pets are accepted. Norwegian recommends a flexible 'Sherpa Bag'. The container must be leakproof and big enough for your pet to stand up, turn around and lie down, and your pet stays inside it for the whole trip.
  • LowFare tickets: one piece of hand baggage that meets the underseat bag limits, stored in the overhead bin. LowFare with overhead cabin bag, LowFare+ and Flex: an underseat bag or an overhead cabin bag, not both.
  • Up to 2 pets are allowed per flight.

Routes, breeds and other restrictions

Where pets can't fly

Norwegian carries pets only on flights within Schengen and/or the EU, and to or from Svalbard. Within those, it lists these exceptions:

  • Iceland: no pets in the cabin or the hold
  • Ireland: no pets in the hold
  • Cats to or from Svalbard (dogs only)
  • Cats to or from Madeira in the cabin (only dogs)

Breeds

Norwegian doesn't ban snub-nosed dogs and cats. If yours is one, you'll be asked to sign a release form at check-in acknowledging the risks of air travel, and Norwegian suggests asking your vet if you're unsure whether your pet counts. Confirm with Norwegian before you book a short-nosed dog or cat.

Also good to know

  • In the cabin, pets fly on flights within Schengen and/or the EU (Iceland excluded; only dogs to or from Madeira) and, for dogs only, to or from Svalbard. In the hold, on flights within Schengen and/or the EU (Ireland and Iceland excluded) and, for dogs only, to or from Svalbard.
  • To bring a dog to or from Svalbard you need a permit from the Norwegian Food Safety Authority.
  • On international flights, your pet's vaccination certificate must be in English.
  • Norwegian doesn't recommend sedatives or tranquilizers.

Cargo and checked pets

Norwegian carries pets in the cargo hold through pets in the cargo hold. Up to two cats or two dogs can share a crate if they know each other and are of similar size, at most 14 kg each; a dog and a cat can't share. On connecting flights within Norway (not Svalbard) via Oslo Gardermoen, Bergen Flesland or Trondheim Værnes, pets can fly in the hold if the transfer is between 1 and 2 hours. Norwegian warns that hold temperatures change with the weather and flight stage, and can drop to 0°C or rise while the plane is on the ground. When connecting from an international to a domestic flight, you collect your pet in the cargo hold, clear customs and check in again.

Service dogs and emotional support animals

  • Required paperwork: Your dog's vaccination and other documents for your destination, plus an ID card, other written documentation, a harness or tags that identify it as a service dog. The page doesn't mention U.S. DOT forms.

Other details

  • Service dogs and service dogs in training fly in the cabin at no extra charge on most Norwegian flights; book at least 48 hours ahead. The dog lies or sits on the floor in front of you, and must be easy to identify as a service dog.
  • To the UK, Norwegian accepts only recognised assistance dogs: trained and certified by a full member of Assistance Dogs International (ADI) or the International Guide Dog Federation (IGDF), with a pre-approval letter from the authorities. Into or via Ireland from outside the EU, a prior approval permit from Ireland's Department of Agriculture, Food and the Marine is needed.
  • Between a non-EU/EEA country and an EU/EEA country, Norwegian takes service dogs only on flights via approved Border Control Posts.
  • Norwegian's pet page lists only flights within Schengen and/or the EU and to or from Svalbard, and doesn't list flights to or from the U.S. Confirm with Norwegian before you book.
  • Dogs coming into the U.S. need the CDC Dog Import Form.
